I got an answer on the atcsmon mailing lists. The frequency is OK, and most likely my problem is the monitor that I'm using, sad to say.

In ATCSMon, I can click on Configure > MCP Info and read that the frequency is 928.08125 for Durand info/radio data.. When I put that frequency into my scanner, I hear nothing. I would like to be able to use a radio to get the ATCS data rather than rely on wifi, which is 'iffy' at Durand Union Stati...
