Depends who you ask. The railroad and the union will give you different answers.

If the truck doesn't trip the signals, the cars it's pulling should.

I didn't realize that a hi-railer could pull that much construction materials with it?

That's not hi rail....that's a Brandt! They work just like track mobiles and use part of the car weight to help produce up to 50,000lbs of reactive effort.

That's not bad at all for an maintenance truck/track mobile.
