Detroit Rail Projects

Searching for recent news about the Detroit Intermodal Freight Terminal, I found only this article from Feb 2012:

According to this optimistic report, it would seem that both the Detroit Tunnel Project and the DIFT are already in progress, which I find hard to believe. I assumed that both were in an indefinite limbo.

Is this article accurate or is it just more local hope and hype?

Here's an earlier thread about the new tunnel project, still in planning/financing stages IIRC:

Someone else here would know if there is actually new construction in progress for the DIFT.
