Customs are interesting. One case is the White Pass & Yukon. Their main customer in Yukon shipped in containers, which were sealed with special seals when loaded in Canada. They'd get hauled down the line to Skagway, where the US would check the seals to make sure the manifest was correct. Then, they were loaded on boats to Vancouver. Then, assuming the seals were still good, they'd get back into Canada, no real customs check.
Now even while a ton of track was abandoned in the CR and Staggers eras, ton-miles only continued to climb, with few exceptions. They're just moving more with less people and trackage.
