BIG "NO" !!! Human waste is a bio-hazardous material and will be contained for proper disposal . Belive me when I say that " if they could - they would ". It's cheaper to dump the stuff on the tracks vs holding tanks and all the 'crap' that goes along with handling it. Thats why they have problems with the holding tanks freezing up in the winter.
I believe the conversion is relatively recent too isn't it? Like late 1980's or even early 1990's?
Thats the reason why AMTRAK would lock the bathroom doors in stations. They didn't want someone using the facilities and having it 'drop' onto the tracks in the station. As a kid I took a trip on AMTRAK when I was 4 or 5 between Chicago and Erie, PA. I can remember them locking the doors to the restrooms while in stations.
I was on a READING CO. 2102 excursion around 1984 or 85 or so. The boiler seized up due to a foaming agent in the water, ANY way, we were stuck on the tracks for hours until Conrail came to the rescue.
After a few hours, The tracks were filled with TP and Crap. It was NASTY.
All the 'stuff' that goes into the toilet stays in the retention tank; when you see liquid coming out of the car by the restroom area, it is the water from the sink.
