Don't think it's Alpena, but that building in the background appears to say City Hall as best as I can tell. This place doesn't look much like the size of a city though. Elevator in the background that this line probably used to serve.

This unused railroad spur connects to a pretty busy RR line for one of the class 1's in Michigan. It's Michigan busy at least, not Indiana busy So not Muskegon.

looking south at the tracks the old Owens-Illinois glass plant in Charlotte off of Packard Hwy. used for the inbound sand(?) cars...lots of GTW two bay covered hoppers visited this place

Thou art correct. Looks like the facility's parking lot got some work the last couple years, removed the small guard shack, but unknown if any business is operating out of there now.
