Using Google Earth look for the deep cut.
Move the photo into a program that you can zoom in. There is a revealing building in the distance.

It looks like one of the 2 miniature golf places in Traverse City. Either Pebble Brook or Pirate's Cove.

Yes, it is a old railroad tie at Pirates Cove, complete with rust stain from the plate and square spike holes.
