I was raised in Holland and out in that area yesterday and could see loading dock doors that appear to be rail car level at the oil terminal/storage business.

Can anyone confirm that the siding that runs through Kollen Park and now ends at Hienz's use to cross 16th Street and run parallel with Ottawa Ave. ending at the oil terminal/storage business around 27th street

Yes it did. DLM & I back in our younger days 
picked up ties & rail from there to use on the C&M.
