Its a minature train, wheels are probably around 6" wide, and the video probably distorts the track a little but it still is funny to see it pull around 15ish cars over that track.
PatC created a monster, 'cause nobody wants to see Don Simon no more they want AARR I'm chopped liver, well if you want AARR this is what I'll give ya, bad humor mixed with irrelevant info that'll make you roll your eyes quicker than a ~Z~ banhammer...

Looks like temporary tracks for an industrial railroad - there are still parts of the world that do that sort of thing (Like the Irish Peat Bog railways). Temporary tracks get quickly slapped down on barely graded ROW's to extract materials and then pulled up and re-layed elsewhere when one area's played out. Speed doesn't matter - carrying bulk materials to feed into the normal rail network does...
