Granted, instead they put ALCo's 251 series engines in them and within five years they are do for an expensive overhaul and instead the railroads just scrap them

Fine by me; the locomotives in question are crap anyways.

Granted, but the FRA outlaws use of locomotives that have had their trucks changed from AAR to Blomberg B/M (or vice-versa) due to the massively increased derailments caused by poor workmanship in converting the frame to accept the different truck.
