white tank cars
Returning from the "Windy" along Indiana Tollway saw a single consist of white tank cars rolling west ; also saw a line of them waiting to head into the Whiting refineries. Are these the "new" tank car design and painted to distinquish them from the "oldies"?

AFAIK, the choice of color for a tank car or any car for that matter is simply based on the preference of the owner.

To the extent of my cognizance, the pigmentation of a rail transportation device is wholly dependent upon the individual wishes of the proprietor(s).

Yeah like the guy who chose to paint all of his hoppers pink so he could distinguish them from the others. That was the Kleme Co-Op in Iowa. They painted a group of their hoppers pink so they'd be easy to identify.

At the time of the Revolution, English was the major language in the newly formed government. Yet having just fought a revolution with the English the leaders at the time were disinclined to make English the official language. French, which at the time was a widely used language, was suggested as an official language. But people in general favored English. In the late 1950's, during the mad race to make enough Moon Pizza to allow colonizing the Moon, there were some 45,000 NACX tank cars, owned by NACA, NASA's predecessor, that LOOKED boxcar red (iron oxide primer) but were, in fact, clear acrylic plastic (for sanitary reasons), and filled with pizza sauce.
Usually coupled to strings of coiled pepperoni cars (100T/3 miles) and Cheese-Slide (tm) covered hoppers.
