Appears Chicago is flooded with intermodal that's arriving from California, and not enough of it is leaving the yards in Chicago to then make it's way out to delivery. UP and BNSF lowering the amount of product coming into Chicago, so more of it will just stay in CA:

Sounds like they can't find enough low bid cowboys to hook and haul the containers out of Chicago.

Drop and Hook Chicago Style is a hell of a way to make a living with what they're willing to pay for it. NS 59th Street is in the middle of a war zone, as is Corwith. BNSF Cicero is a bit better, but can be a virtual PITA to get in and out. UP Dolton isn't bad though. And Global I is just a pain to drive in and out.
